I had heard that Monico's Taqueria had expanded and was a good place to eat. I was pleasantly surprised at the new facilities in the Kinipopo Center which features both indoor and outdoor dining. The restaurant does not have a liquor license, however, the Shell gas station next door provides a convenient source for such drinks. The menu features over 30 entries and I finally settled on the shrimp enchilladas while my husband went for the steak fajitas. Both were very good and the only thing I had to ask for was more guacamole for my enchilladas. Service could have been a bit faster, however, the place was completely full and my server was very pleasant.
Monicos is open for lunch from 11:00am to 3:00pm and for dinner from 5:00pm to 9:00pm. It is located in the heart of Wailua and is definitely the hot new eatery on Kauai's east side.

In March, a bill passed by the Kauai County Council requiring all owners of single family vacation rentals to register their transient vacation rentals (or TVRs) or apply for a Non-Conforming Use Certificate. The Non-Conforming Use Certificate is applicable to properties that are not located in designated Visitor Designation Areas (VDA) on Kauai.
Vacation rentals located in the VDA must register by September 3, 2008. All other vacation rentals that are not located in the VDA must apply for a Non-Conforming Use Certificate by October 15, 2008 and receive approval by March 30, 2009.
A meeting has been scheduled for this afternoon with an official from the Kauai Planning Department to assist Kauai Realtors and Property Managers in understanding the items and procedures required for the registration of vacation rentals on Kauai.

Aloha Airlines announced over the weekend that passenger service would come to an end today, Monday, March 31st. The company has struggled since December of 2004 when the airlines filed Chapter 11 bankruptcy. According to media coverage, rising fuel costs and low fare competition from Go Airlines contributed to Aloha Airlines closure.

The controversial bill number #2204 relating to the use of vacation rentals in areas not designated in the Visitor Destination Area was signed by the Mayor of Kauai on March 7, 2008.
In a nutshell, if you have been operating a vacation rental on residential land in non-VDA area and have been paying your general excise and transient accomodations tax, you may be grandfathered to continue vacation rental use. There will be a registeration process that those that qualify will be required to complete.
